It is anticipated that approximately 100 people in the local area will need a Volunteer Relevant Persons' Representative (VRPR) each year. Each Relevant Person will need visiting monthly for either 1 or in some cases 2 hours and occasional short reports will be required following visits.
The Deprivation of Liberty Safeguards apply to people aged 18 or over who are being accommodated in a hospital or care home in order to receive care or treatment, where the relevant person is unable to make this decision for themselves because of an impairment or disturbance in the functioning of their mind or brain. If the Relevant Person is not free to leave the accommodation and is subject to continuous supervision and control they are considered to be deprived of liberty. This needs to be authorised by the Council and is known as a Deprivation of Liberty Safeguards (DoLS) Authorisation. Every person who is deprived of their liberty by the DoLS has to have a Representative. In many cases this is a family member. Where there is no one available to carry out this role the Council must appoint someone.
